GIS is to Geo-Code Voters’ Residential Addresses : A Part from the Book Chapter : Residential Addresses: A Panacea to Election Malpractices in Jos South LGA of Plateau State, Nigeria

Although, attempts were made in the past two decades by the Nigeria election management body (INEC) to have a paradigm shift from the traditional method of ballot at the election to a technology-driven election, all efforts failed for three main reasons namely; lack of foundational spatial and attribute data set, in-adequate GIS expert and basic infrastructure and the unwillingness to do the right thing by the key election stakeholders. However, the first major step after establishing a GIS is to geo-code voters’ residential addresses.

The Election Management Body that is the Independent National Electoral Commission (INEC) and its staff are not truly independent by virtue of the appointment of key management staff and the Chairman is solely vested in the Executive, (incumbent President); because ‘he who pays the piper dictates the tune’. The President appoints those who will play his bid for him. That is why it was said by YIAGA Africa  and European Union Election Observer  that INEC was partisan in the conduct of the 2023 general election and did not know where those voting on Election Day are residing, whether or not are Nigerian citizens and the required number of voting places or the nearest ballot place to their usual place of residence are not known.

Recent Global Research Developments in Utilizing GIS for Geocoding Voter Residential Addresses

Geo-coding of Voter’s Residential Address: A Panacea to Election Malpractice in Jos South LGA of Plateau State, Nigeria [1]

In this research, the authors explored the use of Geographic Information System (GIS) for geocoding voter residential addresses. Here are the key points:

Objective:

  • The study aimed to address election malpractice by leveraging GIS technology to map voters’ locations accurately.

  • Parameters were set for both urban and rural areas.
